NOTICE OF PUBLIC MEETING
On October 15, 2020, at 4:00 pm, a meeting was conducted virtually by Hurley R-I School District:
The purpose of the meeting was to discuss the district’s plans for providing special education services to students with disabilities who attend private schools and home schools within the district for the 2020-2021 school year.

Private Schools
Under Federal law, districts are only required to spend a portion of their Federal special education funds on students with disabilities in private school. Called “proportionate share,” this sum is usually much smaller than the overall funding a district can spend on students with disabilities within the public schools. Also, when proportionate share funds run out during the school year, a district can choose to end services for the rest of the school year.
ISP vs. IEP
Unlike students in public schools, students with disabilities in private schools are not entitled to an IEP. Instead, schools will often provide an Individual Services Plan or “ISP” to students with disabilities who will be receiving services from the private or home school during the school year. An ISP is a much less detailed document that often will only describe the types of service being provided, the frequency of the services, and the location where those services will be provided. If appropriate, the district might also add a goal or short-term objective, but this is not required in all cases.
Timely and Meaningful Consultation (TMC)
The district will periodically invite parents to attend a meeting. The meeting is typically held annually (although districts can conduct them more frequently if districts choose or if circumstances might require an additional meeting). The meetings must, under Federal rules, involve representatives of the private schools as well as “parent representatives” of private school parents and students. These meetings will typically outline the amount of “proportionate share” funding the district has for the school year, as well as the types of service the district plans on providing during the year.

IF funds are allocated to Hurley R-I School District for IDEA Preschool and Flow-Thru for Proportionate share services: 100 percent of funds will be allocated to Speech and Language Services for the homeschools/parochial schools' students qualifying for speech & language services.
This district is still responsible for Child Find obligation and consideration of evaluation for students for special education eligibility. Please contact Charlotte Donnell, jredus@hurleytigers.org if you are concerned about your homeschool or private school student.
If your student is found eligible, all services are determined by the individual student service teams. These services are determined annually as part of a student’s Individual Service Plan based on the agreed terms under the IDEA (Individuals with Disabilities Education Act) Proportionate Share services and allocated based on the funds available and determination of an IEP team (October 2020).
These services are only available for students previously identified as special education eligible.
Collaboration with the parochial school principal and the Hurley R-I School District Director of Student Services is required in order for these services (if available) to be started as well as the development of an Individual Plan.
